On creating tickets via email, it's written that:

In the Tickets area of every project, right above the footer there is an email address specifically for your project that can be used by all members of the project. The people who use this email must be a member and must send emails from the email address they use with Lighthouse. (emphasis added)

Is there a way to allow any email address to submit (but not modify), like some sort of public bug ticket bin?

    Users must be a member and send to that email address. You can have a public project and they can register an account with Lighthouse and post issues, but not use the email as they are not project members.

    Lighthouse is not a support system though. This is the entire reason we built http://tenderapp.com with these features. Discussion based support/forum with custom domain, custom emails, and anonymous submission from non members, with full Lighthouse integration so you can generate tickets off of discussions.
