Is it a
public one? Are your customers members of the account? Let us know
and we'll make sure everything is working as expected. If they are
members of your account, they have access to change the
milestones.

public.
the project. If they are member, they have access to changing all
pieces in the project - tickets, create milestones, etc.

You might want to take a look at Tender (tenderapp.com). We
built Tender because we wanted to separate the development process
from the customer support area, similar reasons, not everything in
a ticket is really meant or understood for customers.
