Give users direction when they're creating a new ticket

Greetings, I want to be able to give some direction to folks who are creating a new ticket. Stuff they need to include (in my case, Java version, app version, and OS) and how to get it. Some basic direction on including log files, if necessary; that sort of thing.

Is there anything I can create that will sit atop the 'New Ticket' field, so it's right there in their line of sight when they're creating the ticket?

    Thanks for the input. You can set a default homepage and link users to it when they enter Lighthouse. Many Lighthouse projects use that for instructions on their open source projects so it gives a clear and detailed description of what should go into a ticket.
