Adding People to a ticket watch list
Question, how do I add people to a ticket watch list?
Also, can I route emails directly to those individuals who need view the tickets via an outside email address?

No, you can't include people who are not members of your project/account. You can add members of the project/account as watchers to specific tickets at the bottom of the ticket, by clicking on a text link that says "Change notifications". However, since notifications are ultimately managed by the users, if they have notifications turned off they would not receive an email.
