do I need other software?
If I purchase a copy of warehouse do I need other software? Or will it install all the software I need to start using svn?

I think warehouse more or less assumes you have a grip on what is required for it, so it doesnt really go into detail in this area.
What is the setup on your server?

Yes, you need the [free] SVN, Ruby, and Rails installed. As well as the Rails subversion bindings, along with MySQL or SQLite.
