user/role.<br>
For example, in Quality Center, a user is assigned a role.<br>
Based upon the role, the user under the given role is prohibited
from certain state transitions (i.e Open ->) resolved.<br>
Does Lighthouse provide this functionality?</p>

<p>No, this is not possible. All members of a project are able to
change the state of a ticket to any existing state.</p>
