Ticket state permissions
Is it possible to control ticket state transitions based upon a
user/role.
For example, in Quality Center, a user is assigned a role.
Based upon the role, the user under the given role is prohibited
from certain state transitions (i.e Open ->) resolved.
Does Lighthouse provide this functionality?

No, this is not possible. All members of a project are able to change the state of a ticket to any existing state.
