<p>if I'm on a closed milestone (like here: <a href=

and I'm just about to create some release notes, it would be great
being able to prioritize the tickets and chat with the devs if
letting them appear in that order is fine.</p>
<p>That workflow would seem to me as a sane and very common
approach to dealing with release notes.</p>
<p>I can't find a way to do that. Is this not possible? Active
tickets can be prioritized, closed tickets can't?</p>

<p>Correct, closed tickets don't really need a priority within a
milestone. You could have your team place a priority state (high,
medium, low) on the tickets, but not sure that really would help
with your issue of ordering the tickets for release notes.</p>
