Tagging on issues

Tags initially applied to a new issue seem happy.

But if then someone edits an issue, and adds tags, the next editor does not see the additional tags, but the old tags.

For instance:

I added "cluster" and "jgroups". When a collaborator edits, the tags do not include them, yet they are listed in the comment changelog dealio.

    The new tags are visible to the original editor (myself) who added them. And other editors apparently see them once a browser restart is effected.
