target="_blank" on URL's in ticket content
When someone adds a URL to the text of a ticket a clickable link is created. That's helpful.
Clicking the link loads the resulting page in the same window. It would be great if it opened in a new window instead, so that it viewing the link didn't take me away from the ticket page.

Hi Mike,
We've had very passionate people argue both sides of the argument, and the "right-click and choose open links in new window" side won out.
It's simpler for users to expect that links behave in Lighthouse like they do in the rest of the web, namely, that they do not usually open new windows or tabs automatically.
Thanks for the suggestion, though, but I do not expect that we will make your requested change. Regardless, I will still mention it to the team (and we can have our arguments all over again!).
