more than private vs public
it'll be great if we can have more control.
say, we like the public be able to create new ticket but can not
reply or even see other people's tickets.

Are you using this for customer support? You might want to check out http://tenderapp.com or look at a custom form solution to integrate with the Lighthouse API.
