Move "Watch This Ticket" button above the fold

I was looking at this ticket:

https://rails.lighthouseapp.com/projects/8994/tickets/2283-unnecess...

... which forces the "Watch This Ticket" button just below the fold. Took me a moment to find it (yeah, I'm slow); seemd like it would be a better user experience to have that control always above the fold so that scrolling to top would make it visible.
