Allow me to make multiple users follow a ticket
Some issues are primarily owned by one person (say, our designer), but also need sign-off by other members of the team (tech, product). It would be very helpful if I could add people to a tickets followers when I create it (or at any point) without changing the owner.

We currently do have plans for a new notification system that we'll begin to roll out after the next round of Lighthouse updates. Thanks for your input and I'll let you know when we have something concrete ready.
