Ticket notifications
How do I set it so that all users of my project get an email notification anytime any any tickets are changed/updated/added/revised/replied, etc..

Members are responsible for their own notification settings. You won't be able to change the settings for them. If your business needs all members to receive notifications you'll need to have each user update their user profile settings to do this.
