<p>The search code below will sort tickets based on open tickets
from High priority to Low priority, but does not separate out the
milestones. <code>sort:milestone-priority</code> needs the context
of <code>milestone:"Specific Milestone"</code> in order to
work.</p>

<p>Unfortunately our search isn't capable of grouping like that,
unless you specify the milestone. So then you'd have two different
searches if you have two milestones, which isn't really what you
want either.</p>
<p>I've made a ticket to see if this is an improvement we can get
on Lighthouse search. We'll update this discussion as we have
information to share about progress.</p>
