How to tag a user
How do I tag someone other than who the ticket is assigned to so that they receive a notification?

Why not just assign it to them, if they need to respond?

Because the issue is assigned to someone else. I need to draw another person into the conversation.

Then that other user should subscribe to that ticket’s notifications.

So, there’s no way to notify another user short of emailing them the ticket? That is… Unfortunate.
