Allowing users to email - which would create a ticket in the system
Is there a feature for allowing users to send email to some address - which would create a ticket in the LightHouse system

As long as they are lighthouse users with access to the project already, yes. The email address is published at the bottom of the tickets list when you view a project. "You can create new tickets for this project by emailing ...."
