How to control what is in "Tickets" menu?

How do we control what shows up in the "Tickets" menu (the one between 'Overview' and 'Messages')?

In particular, the "NAME's Tickets" that show up at the bottom underneath "Closed Tickets" - I've just noticed that some of our users show up there, but not all of them. Why is that?
