"Tickets have not been prioritized" but there's no "Prioritize" button

When a user has exactly one ticket in a milestone and that ticket has not been prioritized, the "Tickets have not been prioritized" warning shows up, but there's no "Prioritize" button displayed, so we can't do anything about it.

    Aha! Yes, you're right. That message shouldn't show if there's only one ticket. I'll fix.
