"no changes were found... " comment when changing notify list

Whenever someone changes the list of people to notify for a ticket without entering a comment, Lighthouse applies the changes and writes a comment containing "no changes were found... ". This is misleading. It should say "x,y,z added to notify list / a,b,c no longer notified" or at the least "Persons notified list: x,y,z".

   Thanks for the feedback! I've created a development ticket and if/when we have it in active development we'll update this ticket. Definitely agree, "no changes" when changes were actually made is a misleading.
