ticket, vs JUST an attachment. So with a blank msg body, it didn't
think that anything major was being updated.</p>
<p>Saying "I'm attaching the file now" with the attachment update
would have triggered an update.</p>
<p>We'll look into it though, the behavior may not be something

supported uploading more than one file at a time, like Tender does.
Needing to attach more than one file at a time is the usual reason

<p>Overall, I think the feed item is inside-out; the filename
should be part of the content and the ticket title should be the

URL in the feed item leads to a 404 and the ticket title is in the
item body instead of the item title, as it is with all other ticket
