CSV's are more like SV's (there are no commas)
tried downloading some CSVs of all still open tickets assigned to me, there are no commas, so its just a normal text list.
this is both the normal CSV and the Excel option.
I do see after opening it and viewing invisibles that it appears to be tab-delimited. just not comma delimited as CSV would imply.

I know if you open Excel first and use "Open File" rather than double-clicking on the file proper, you go through file prompts that will let you select that you're wanting columns made from the commas. But double-clicking on the file it doesn't seem to want to figure that out on its own. So there is a short-term workaround.
I've made a development ticket and we'll see what's going on. We'll update this discussion when we have more information to share with you.
