a line surrounded by double quotes hides the rest of the comment

When commenting on a ticket,
every once in a while I try to "Preview" and notice that part of my message disappears.
I used to assume it was the preview that had the problem, but today I found that if my comment
has a line surrounded by double quotes the only part of the comment that saves is that part in double quotes.

for instance, this comment:

What
"is"
happening?

Will preview (and save) as

is

Likewise

What

"is"

happening

"here?"

becomes

is

   Looks like a weird bug. I've filed a development ticket and we'll update this discussion when we have a fix in place for this.
