Assigning tickets to multiple people?

This seems to be resolved but no info on how to do it. How do I assign to multiple people or add people to watch a ticket/be notified of the ticket

Only one person can be responsible for a ticket at a time, however at the bottom of the ticket form there is a text link to "Change Notifications" and that is where you can add project members as "watchers".

But that's not what the ticket above says. That ticket with messages from Lighthouse staff says you're working on the problem from back in 2008/09. What happened - did it get scrapped or are you still working on it?
However the notifications does help. I couldn't find it although I knew it was there somewhere

The discussion above requests multiple assignments, but what we did was allow for people to be watchers without ever taking part of the discussions on the ticket. Previously you would need to either have made a comment or at one time be someone the ticket was assigned to in order to receive notifications. That isn't the case now.
What we have now is the ability to add people as "watchers" to an individual ticket or if the specific user wants it, they can subscribe to the project and automatically be added as a watcher on ALL tickets.
