search with AND?
i've looked around, and tiks seem to be resolved.
how can lighthouse not have:
tagged:foo AND tagged:bar
...?

Searches are AND searches already; try this:
tagged:foo tagged:bar
"No entries for tickets tagged 'foo' and 'bar'"

Yeah. At this time, we don't have 'OR' searches. It's something we're considering for the next release.
