Creating or updating a ticket doesn't send an email to me
If User X creates/updates a ticket in our project, everyone except for User X gets an email about it.
I would like for everyone INCLUDING User X to get an email about the ticket. Is that possible?

No this is not possible. User X never gets notification of changes that they have made.
