Minor issue: inconsistent sorting between ticket view and milestone view
When viewing a ticket, the "Who's responsible?" dropdown is sorted without case sensitivity. When viewing all tickets in a milestone, the tickets are grouped by user. The usernames are sorted with case sensitivity, forcing poeple with all-lowercase usernames to the bottom of the page.
