When I click "add new ticket" user and milestone are not set in
the form. But if I create the ticket these field are initialized
with their default values. (i.e. the ticket is created right way)
So it's usable now. But the fact that fields "user" and "milestone"
are set to "none" in the ticket addition form is confusing.
Another thing that's probably related... is we have a default
Milestone set for new tickets, but if I want to explicitly say that
a ticket should not have a milestone set, I can't... the --none--
option for Milestone is ignored and the default Milestone is set
after creating a new ticket...
